The Former President's Progressive Warning Overlooks Europe's True Danger: Technological Decline.

The recent US national security strategy offers a misguided view of Europe. It claims that unrestrained immigration and what it terms "woke" agendas pose an grave threat to the continent's identity. Yet, this perspective is based on a serious misinterpretation of the situation. The actual challenge facing Europe is not societal but technological and economic backwardness.

A Glaring Growth Divide Between Europe and the US

Statistics reveal a sobering picture. From 2008 and 2023, American economic output grew by eighty-seven percent, while a mere thirteen and a half percent increase for the EU. During this period, European income per person dropped from 76.5% to just half of the American figure. Strikingly, even Mississippi now has a higher per capita income than major European economies like France and Italy.

Today, about 50% of the global top fifty technology firms are American, while only four are European.

The Technological Deficit: The Core Problem

The growing disparity is driven by stronger productivity growth in the United States, fueled by technological innovation and better use of resources. The scene of world technology dominance is overwhelmingly US-centric. Over the past five decades, 241 US firms have grown into enterprises valued at over $10bn, versus just 14 in the European continent.

This gap prompts a pressing question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, where does the EU stand? Experts widely concede it is largely a two-horse race involving the US and China, with Europe entering at a clear handicap.

Root Causes of Europe's Innovation Gap

Several key factors account for this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic network for funding startups. The EU still lacks a true unified investment market, a factor that limits the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hinder European business. A American entrepreneur can launch a service under one regulatory framework to access a consumer base of over 330 million. The EU, despite a larger population, is divided among 27 separate systems, creating huge market obstacles.
  • Mindset Differences: Views on risk-taking differ sharply. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has eroded its capacity for pioneering research.

The Road Ahead: Grounds for Cautious Optimism

In spite of these hurdles, one can find reasons for optimism. Policymakers are growing more conscious of the severe threat and have begun to propose serious reform. Key analyses on EU competitiveness and the single market highlight the necessity of sweeping reforms.

Given appropriate incentives and rule changes, these assets might enable much higher levels of business-led breakthroughs.

Europe still possesses significant strengths: skilled human capital, excellent education systems, and world-class labs. Alongside a large internal market and high savings rates, these elements have the potential to trigger a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in developing next-generation tech, it can still dramatically boost productivity by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now faces a critical moment. As the saying goes, economic erosion often happens "gradually and then suddenly". To date, Europe's technological decline has been gradual. However, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could turn into a rapid and permanent decline in global economic relevance.
